The point of Failover clustering is High Availability, just mirroring the server setups to each other will allow you to create the cluster, but you have to have storage that all servers can access to create the CSV's. The idea being, no matter which server dies, it can still access the drives and the information on those drives. If you added drives just to the Individual servers, and not some kind of shared storage device, the cluster will not see them as useful for the cluster.
